<p>For years, Macau has held its reputation as the gambling hub of the world, despite not being as high profile or glitzy as other gaming sites such as Monte Carlo, Las Vegas and Atlantic City. But with the ongoing global economic recession affecting almost every industry, most gambling hotspots, especially those in the United States, have suffered quite a bit, which means a lot of jobs have been lost and a huge cutback on revenues that were supposed to be funneled to the government. This though is not the case in Macau. The Chinese enclave reported an increase of 40 percent in income, that is $2 billion in August after the more established industry players, including SJM Holdings Ltd and its competitors added tables specifically for their high roller clients. Six operators of casinos in this former Portuguese colony reported revenues of up to 11.79 billion patacas, which translates to a 63 percent growth for the first eight months of the year from figures last year, according to the Gaming Inspection and Coordination Bureau of Macau.</p>
<p>Among the months surveyed, figures show that the August growth in revenue is the slowest for 2010 and is matched to the forecast made by Aaron Fischer, an analyst of CLSA Ltd. He further concurs that almost all casino operators, including Wynn Macau Ltd., Galaxy Entertainment Group Ltd. had their revenue increased because of boosted betting by VIP gamblers after new baccarat tables were introduced, with the minimum bets at these tables never going down to 10,000 patacas. Jonathan Galaviz, an independent consultant of the casino industry adds, “A slight moderation in the growth momentum of Macau’s gross casino revenue would probably be a healthy thing at this point. A significant real-estate market downturn is likely in China, and its ultimate effect on Macau would be pronounced.”. Another major player, Wynn Macau, which is the Hong Kong branch of Las Vegas-based Wynn Resorts Inc., said revenue coming from its high rolling clients increased to 80 percent compared to the revenues of same period a year ago.<br />

Two other industry players that have posted positive growth are Sands China Ltd., billionaire Sheldon Adelson’s unit of his company based in Las Vegas and listed in Hong Kong , rose 3.2 percent to close at HK$12.42, the highest price of the company’s stock in more than two months. Melco International Development Ltd., which operates Macau casinos in a venture with Crown Ltd., a company owned by Australian billionaire James Packer, is up by 2 percent to HK$3.10. Hong Kong-based analyst Gabriel Chan of Credit Suisse Group AG adds though that this good news may still be a bit lackluster though, compared to the aggressive figures projected by some forecasts in the recent months. Sheldon Adelson, chairman of Las Vegas Sands Corp. had predicted in June that casino sales in the enclave will increase by more than 30 percent in the year’s second half, compared to gambling revenue for the first six months, which increased by 67 percent. Chan remarks that this 30 percent growth for the second half would still be too optimistic. </p>
<p>News across the Pacific has been bolstered by Macau’s gains as Las Vegas Sands shares went up by 3.7 percent to $29.39 on the New York Stock Exchange, which means its climb this year has totaled to 97 percent so far. Wynn Resorts increased by 2.4 percent to $82.57, while Melco Crown Entertainment Ltd. is up by 0.3 percent to $3.91. MGM Resorts International, which has in Macau a venture with Pansy Ho, Stanley Ho’s daughter, rose to 2.7 percent to $9.25. Macau started its reign as the world’s biggest gambling hub starting in 2006, surpassing Las Vegas as soon the Special Administrative Region’s government ended the gambling monopoly of Stanley Ho by allowing foreign operators in their shores. Since then, Ho’s SJM has been joined by Melco Crown, Galaxy Entertainment, Las Vegas Sands, MGM Resorts International and Wynn Resorts to make the enclave the casino capital of the world.</p>

<p>The modern day battle in Gettysburg between delopers who are planning to build a casino near the area and those against it has once again attracted attention. The latter group is now reinforced by star power – Hollywood celebrities who recently joined their cause in public hearings conducted for those for and  against casinos to air their side. The casino project is championed by its developer, local billionaire, Harley Davidson dealer and philanthropist David LeVan, who is proposing to convert an existing hotel and conference center, which is half a mile from the battlefield, into a casino facility that will house 50 gaming tables and 600 slot machines. Among those opposed to the plan are the organizers of  “Save Gettysburg”, a group that has enlisted the support of Hollywood names such as filmmaker Ken Burns, actors Matthew Broderick, Sam Waterston and David McCullough, a Pulitzer Prize-winning author. The group, which boasts 60,000 signatories, claim that a casino in the area will only cheapen the town’s reputation. </p>
<p>The area currently attracts tourists for its historical value in the whole town and the 6,000-acre park which is the site where the battle occurred. The battle of Gettysburg was fought for three days in 1863 and became the bloodiest clash the entire continent has ever experienced. Of the 160,000 soldiers from both the Union and Confederate front, an estimated 51,000 of them were captured, wounded or killed. Four months after the battle, then President Abraham Lincoln delivered the ‘Gettysburg Address,’ regarded generally as one of the greatest presidential speeches ever. Local residents opposed to the project say that the approval of a casino may be in direct contrast to the duty of the country to protect the historical place where so many soldiers lost their lives in defense of the nation.  This effort was not LeVan’s first, as he had also pushed the idea of a casino in Gettysburg at least 4 years ago. Local residents vehemently opposed the idea in efforts to preserve the historical authenticity of their town. But since 2006, a number of fast food joints such as hamburger and fried chicken restaurants have already sprung up in the vicinity.<br />

The stars who have joined the cause of rejecting the casino project have done so because of personal reasons. Burns made a documentary ‘The Civil War’ in 1990, which featured the town in a crucial role, as well as McCullough as the narrator and Waterson reenacting President Abraham Lincoln. Broderick meanwhile  also played a soldier in the 1989’s ‘Glory’, a film about African-American soldiers of the Civil War which gave Denzel Washington his first Academy Award for Best Supporting Actor. LeVan, who plans to name his development the &#8216;Mason Dixon Resort &#038; Casino,&#8217; says this Gettysburg casino will be about the same as other casinos located in other historical sites that are already operating but have not destroyed the reputation and sacredness of the area. He further states that the town, which has not been immune to the effects of the recession, can only benefit from the casino. Gambling visitors, additional investment, and at least 400 employment opportunities are what LeVan’s project is foreseen to contribute to the local economy.</p>
<p>In the public hearings that started early this week, LeVan was given the first chance to present his case to the townsfolk. In his one hour audio-visual presentation, he told the Gaming Control Board of Pennsylvania that, &#8216;In doing so (the construction of the casino), we can lift the economy and the quality of life for our friends, neighbors and guests.&#8217; The board also gave the floor to supporters and opponents to the casino plan which was held near the Military Park.  On the part of the opposition, Susan Starr Paddock, a campaigner of the ‘No Casino Gettysburg&#8217; group asked the board to deny the application as their legacy to save Gettysburg. Registrations to speak in the assembly reached 400, including local actors who usually do civil war reenactments in the park. One of the speakers was an actor who dressed himself Confederate general Robert E. Lee.</p>

<p>Canadian provinces these days are busy thinking of the pros and cons of welcoming online casinos in their shores. It seems that most of them have already aimed their focus on this issue rather than finding other ways of overcoming budget deficits brought about by the ongoing economic recession. A number of sectors, particularly consumer groups are attracted to the idea of additional income to the provinces without giving residents the headache of having to pay additional taxes. On the part of government agencies, they are also in support of  online gambling, especially if it means their departments would not have to suffer from budget cuts that would compromise their programs.</p>
<p>With the promise of easy money and streams of millions of dollars at any time of the day being brought by eager gamblers, it is no wonder why the provinces cannot wait to get their hands in on the action. In fact, British Columbia has been so far the first province north of the US border to allow online casinos by actually taking the trend into their own hands – they operate their own online gambling site that should generate income for their province and would allow players from the province to enjoy casino games in the comforts of wherever they are, anytime of the week. From the news releases coming from the other provinces, it seems that half of the entire country may already legalize online gambling sites by next year.<br />

Since its beginnings in 1998, online gambling has steadily grown into a massive industry today. After 12 years, the industry has reported income of more or less $20 billion, with sources from all around the world. Thus, it seems that all provincial governments need to do is legalize the practice, and attract gamblers from their own turf, offering  alternatives to currently operating gambling sites which are based overseas and thus keeping money away from the province. As with any other venture, though, there will always be costs that, in this case, the provinces may have to pay. The coordinator of the Alberta Gambling Research Institute at the University of Lethbridge, Robert Williams, warms that governments may rely too much on its residents who may had never experienced visiting gambling sites before but would now like to try a government-sanctioned site. But Williams theorizes that once these gambling site neophytes have already dipped their feet wet, have sharpened their gaming skills and have gotten comfortable to the idea of online gambling in general, they might venture to the illegal offshore sites which offer better odds and flashier incentives. The possibility of even these government mandated sites producing gambling addicts is not a far possibility, of course. Williams added, “It doesn’t make any economic sense, and it’s going to cause serious problems.”</p>
<p>With potential problems surfacing, British Columbia was not stopped in launching its own legal, government-run online casino, but had to face initial security glitches early on, causing it to have to be re-launched. Loto-Québec is said to follow suit with launching its own Internet gambling site in the coming fall, while Ontario aims to be the third Canadian province once its project is operational by 2012.  John McMullan, a St. Mary’s University criminology professor whose studies include online gambling, is just one of a number of groups that have expressed a lack of confidence in the government being able to compete with the established gambling sites. He says, “They’re dreaming if they think they’re going to take players away from those sites.” In comparison, he says that offshore sites offer winners loyalty bonuses to $300,000 cars to chances to play with celebrity players. On the other hand, British Columbia’s PlayNow site offers a sign-up bonus of a $10 token plus a $100 token bonus for an initial deposit of up to the same amount, and a “bonus bar” that gives away $5 tokens for every $5,000 spent on table games or $1,000 spent on slots.</p>

<p>The highest court of the state of Washington has put the final nail to the coffin of a website that is supposed to be a platform of person-to-person betting that should have linked people to bet on different things. The Supreme Court of Washington state ruled towards the end of the week that Betcha is an internet gambling service which the court equated to being a bookmarking operation and is therefore illegal.  The operator of the site made an attempt to skirt around the prohibition of the state against gambling that is unlicensed by adding an operational amendment that a refusal to pay by losers will not equate to any physical or civil liability. The site is supposed to give losers an option to not pay the winner of the bet. The winner may only opt to but a low mark on the non-paying loser’s “honor rating” on the website. This rating will be more of a warning for other people that will enable them to see a person’s track record of making good on a bet. The creators of the site argued that since losers are not in any obligation to pay, the activities on the site cannot be constituted as gambling.</p>
<p>Washington&#8217;s Supreme Court disagreed on this argument by Betcha unanimously and unequivocally disagreed, countering that the activities in the site would still be considered gambling. Betcha’s online wagering service was supposed to allow players to put wagers on from political races, sporting events to even trivial matters. Participants will be asked to set up accounts, determine the wagers they want to place and the website will put the amounts wagered in a frozen account up until 72 hours later the outcome of whatever the players are betting on. Of course, the site is supposed to charge fees for the use of the site. The court further argues that what the site does is still considered bookmaking, which is defined by the gambling act of the state as “accepting bets, upon the outcome of future contingent events, as a business or in which the bettor is charged a fee or &#8216;vigorish&#8217; for the opportunity to place a bet.” Justin Tom Chambers, in the court’s decision, wrote that the business model of the site is still anchored on charging fees for those who want place bets on t the web site. He adds, “Users meeting specific criteria were allowed to send bets to Betcha, which would post them on its web site for a fee. Betcha charged fees &#8216;for the opportunity to place a bet.&#8217;” Thus, the actions of the site are, without a doubt, included in what the gambling act considers and defines as &#8216;bookmaking.’<br />

The decision further states that it does not matter whether the users of the site are engaged in what is considered as gambling activity, because the fact that they already placed a bet is already under the definition of bookmaking. In bookmaking, bets are bets, whether they are ‘gambling bets’ or just ‘bets.’ Furthermore, the fact that the site does not compel a bettor to honor his bet is immaterial, as the bet has already been placed, and thus is already under the state’s gambling act. Washington authorities have also conducted a raid on the offices of the site in 2007 as per request of the state of Louisiana, causing Betcha to shut down. </p>
<p>The company then filed a complaint, wanting a court to rule that the operations that it conducts are not in violation of gambling statutes. In the trial court hearings, the company lost with a Thurston County Superior Court decision. It appealed the decision and scored a victory, as a majority of judges in the Court of Appeals decided that the users of the site had not performed gambling, since they did not have an understanding that something of value will be won for sure – it will only happen if the loser decides to honor his bet. The case then dragged on to the state high court. The site‘s founder, Nicholas Jenkins during that time, seemed to know that there is more in store for the upcoming trials. In fact, in the oral arguments, he described the event as an “unmitigated disaster,” leading speculators to think that he knew his company was in the losing end.</p>

<p>The city state of Singapore has always been regarded as a rather stiff place where a lot of things that you can do elsewhere is prohibited – including its world-famous ban on chewing gum. But these days, it seems that the former British colony and part of the Malaysian federation is ready to join the world party – and how it does, in style! One of the more obvious moves of Singapore to loosen its image is through the opening of two resort casino complexes in the country. While the government would rather demurely refer to them as “integrated resorts,” it cannot be denied that the facilities are quite a hit with both foreign and local tourists. These casinos have given the country’s tourism industry a boost anew and has become of those places considered by high rollers as a prime destination. </p>
<p>The developments though, which only began this year, have taken at least five years in the making, as it was in 2005 when a casino ban was finally lifted by the government. That ban lasted half a century. A number of religious and social groups have opposed the construction of the resorts, but then nobody argued when the construction of these casinos saved the country from joining the rest of the world in recession in 2008.  Singapore now is betting on the tourism industry to further its economic development as a whole. Its former reputation as a stopover for long flights instead of being the destination has slowly changed with not just the casinos, but other facilities that are more family-oriented like the Universal Studios in Sentosa Island, which only opened this year as well. That, plus the casinos, plus the only Formula 1 night race in the world, have slowly but surely established Singapore as a tourist destination. This tourism draw is said to contribute as much as half a percentage point to the country’s growth every year.<br />

The Singapore Tourism Board is very optimistic of the contributions that casino resorts are about to bring, with estimated 12 million visitors to the resorts, adding to the total target of 17 million visitors for the year, which is more than three times tourist arrivals in neighboring countries that also offer casinos, like the Philippines. These visitors are expected to contribute a projected $1.5 billion to the country’s economy in 2010. One of the two integrated resorts in the country, and the first, is Resorts World Sentosa with a price tag of $4.4 billion. Opened in Feb. 14, which was coincidentally Valentine’s Day and the Lunar Year of the Tiger’s first day, the resort marks the collaboration between Malaysia-based Genting Group and the Singapore government. As indicated by its name, the casino resort is located in Sentosa Island, and boasts of 6 hotels that contains 1,800 guest rooms and 26 functions rooms. Among other amenities included in the 5.3 million square feet resort are the aforementioned Universal Studios, Marine Life Park which is currently the world’s largest oceanarium, and of course, the casino.</p>
<p>Resorts World Sentosa’s casino is hidden in the complex’s basement and measures 15,000 square meters. There are currently 1,300 slot machines and 530 gambling tables in the casino. Once the casino and the entire resort become fully operational, it is projected to employ more or less 10,000 people. So far, the resort has reported $636.5 million in income in its first three full months of operation. The second player in the industry is Marina Bay Sands, a project of gaming giant Las Vegas Sands Corp. of the USA. The entire resort repots a bigger price tag than Resorts World, at $5.5-billion. Despite the bigger cost, the Marina Bay Sands is smaller in area and opened later in April. The resort took three years to complete after some delays due to construction costs in 2009. This project is Las Vegas sand’s second Asian venture after its huge gamble in Macau, which is also paying handsomely. 15.5 hectares of land houses the resort, where a three tower hotel stands with 2,500 rooms, an expo and convention center, and a shopping complex that spans 8,000 square feet. The resort’s casino is located on a separate building that has 1,500 slot machines and 600 tables for various casino games. The company has declared $216 million in income on the resort’s first 65 days of operation.</p>

<p>There are only 13 licenses issued by the Gaming Commission of the state of Missouri. This auspicious number came to be in 2008,  when the Gaming commission decided that the number of riverboat gaming licensed would be pegged at 13. Twelve of them currently have owners, and the thirteenth license is up for grabs as President Casino on the St. Louis Riverfront closed shop this summer. Five companies involved in gambling are joining the race to get that license, hoping the number 13 would prove lucky for them, as there seems to be no move to increase the number of licenses available since the 2008 vote. Thus, whoever gets riverboat gaming license number 13 would be lucky indeed.</p>
<p>A Missouri Gaming Commission spokesperson said that if the group’s commissioner’s wishes were to be followed, they should be in the stage of forging an agreement with a company to start developing the new casino before the year 2010 ends. The spokesperson, LeAnn McCarthy, added, &#8220;Commission staff will now go through the documentation to see if everything is complete, and then turn that documentation over to the commission and move forward from there.”  Aside from the commission carefully inspecting each of the documents that each candidate will submit, the Department of Economic Development of Missouri, in behalf of the commission, will also be simultaneously conducting a market analysis to be done throughout the state for them to gauge whether launching a new gaming operation will be more successful or end up in failure.<br />

Of the five companies who have declared interest in acquiring the thirteenth riverboat gambling license, only one has had proven experience in actual riverboat casino operations in the state. Isle of Capri Inc. is already an operator of three riverboat casinos in the state, and would like to add a fourth one to be located in Cape Girardeau. The other four proposals are from the following companies:</p>
<p>• Casino Celebration LLC , which ended up as the only company that survived the bidding wars for the area of St. Louis, after its closest competitor, Plain Joe Development, failed to send a representative to a meeting with the city council. Thus, the officials of the city of St. Louis had no choice but to throw their support to this company.<br />
• North County Development LLC, a company that is proposing for the riverboat gaming operation to be stationed in Spanish Lake, which is a suburb of St. Louis.<br />
• Sunway Gaming LLC, which is planning to have a riverboat casino in Sugar Creek, an area near Kansas City<br />
• Epic Gaming LLC, another company that is planning to put up its riverboat gaming facility in Sugar Creek.</p>
<p>The twelve riverboat gambling facilities are currently scattered in different parts of the state, with greater Kansas City proving to be the most popular location, as it currently hosts 4 facilities. Tying with four riverboat casinos as well is the area of St. Louis/St. Charles area. The areas of St. Joseph, Boonville, LaGrange and Caruthersville have one riverboat casino facility each. . McCarthy said that as of the moment, the commissioners are already collating all the information they can get. As this would be the first time that the method of choosing the licensee if being done in this manner, McCartney claims that they are starting from scratch and no company has the advantage over the others in the commission’s process of evaluating the candidates. McCarthy adds that after the initial evaluation is through, the commission would conduct public hearings all around the state, and they would travel to the communities where the companies are planning to set up shop to get public consensus. </p>
<p>The process will be the something new to the members of the commission, since this will be the first time they are awarding a license. The last license that was applied for and awarded was six years ago, in 2004, which was way before the terms of the current commissioners started. After the evaluation and hearing, the commission will name the company that they will conduct a “priority investigation with. The company will then start work on the casino, after which once the structure is done and the commission approves of it, the license will be finally awarded to the company.</p>

<p>A survey about casinos was conducted by the Chamber of Commerce of the town of Galveston in Texas, and the results have been released just this week. The survey showed more than ¾, or 79 percent of the survey’s respondents, which are business owners, said that casinos would give a boost to local business and industry. The local economy is currently depending on very few industries these days, tourism being the biggest source of revenue. The industry is now in ruins as well, after hurricane Ike nearly destroyed all facilities in the area. The city has since then been greatly affected and recent tallies in Wall Street have dubbed Galveston as one of the “dead cities” in the country. Thus, the need to give the place a boost, hence the arrival of high rollers,will be welcomed by most locals. </p>
<p>More than two thirds of the businesses in the area think that allowing gambling in Galveston would bring a boost in sales resulting in bigger revenues. Victor Pierson of the Galveston Chamber of Commerce has been quoted in saying that adding a casino will be a good crowd drawer to the island. He adds, &#8220;I think [casinos] would be a net benefit for the community from the tax perspective, be a nice shot in the arm for businesses.” In this case, Galveston will have to play and compete with other states and cities within Texas. As there are no casinos in Galveston, many believe it has become a disadvantage that there is no such attraction in the island-city. Many people from the South have noticed that Texans have been spending a lot of money in casinos in other states, thus not allowing the state to profit from this trend. An observer from Louisiana remarks that three out of four vehicles in Shreveport casino parking garages are from Texas. Another tourist from Houston added that places that have gambling facilities seem to have bustling tourism.<br />

Every year, at least one group in the Galveston area has been pushing for legislature to make gambling legal. Every year, they fail. This year, though, it seems that this movement is gaining more momentum than ever. Pierson points out that the biggest factor that may be helping the cause is the fact that the state is facing very serious budget concerns, and that revenue that will come from casino gambling is supposed to be one feasible opportunity to have the deficit decreased. With the 76 percent of businesses agreeing to a casino though, the survey also points out that there is the minority of 21 percent that absolutely does not want to have a casino constructed in the area. Pierson says that the fear of this group may grow from the fact that they may not be able to compete with a big establishment such as a casino. Pierson may seem to insinuate that opposition to the casino project stems from small businesses, which pro-casino groups may have to take into consideration. That fear may be abated as there are tourists who say that despite the casino’s promised opening, they would still want to support the area’s smaller business such as shops and restaurants. </p>
<p>As for the population, the sentiment is still unknown. Referendums regarding casinos for the past years have declared an anti-casino sentiment. As it has already researched on businesses, the chamber says that it will now focus its attention on individuals, and gives itself until February to see if the population is for gambling or not, which in turn, can make them decide whether they would support the push for gambling. The session of the legislature, which will be its 82nd, will commence in January and will likely discuss gambling. Many observers think that a vote on a bill on gambling legalization will be taken up by that time. But even if the legislature does pass a law allowing gambling in Texas, it would still take a lot of time, most probably years before Texans and visitors alike would finally see a built casino in the Lone Star State. Aside from the legislature, a constitutional amendment, a popular vote statewide and local action in the area where the casino will be put are still some of the actions required.</p>

<p>A handful of Canadian provinces have already joined the trend of allowing online gambling into their jurisdictions, having seen the lucrative gains in terms of revenue such a venture may allow. However, one of the world’s biggest internet gambling giants is poised to set up business in the country as it applies a loophole in legalities to its advantage. The online gambling site PokerStars, looks like it will use its Canadian connections to introduce its business. PokerStars is based in Richmond Hill, Ontario and has so far dealt 48 billion hands. The website’s developer, PYR Software, was established by Isai Scheinberg ten years ago. Scheinberg used to work with other computer giants such as IBM, both in Canada and Israel as a programmer himself. He, together with Mark, his son, then established what can be argued as one of the most popular and successful brands in the world of online gambling. </p>
<p>Another connection with Canada that the company has is Mats Sundin, an international celebrity ambassador of the company, who happens to be a former hockey player of the Toronto Maple Leafs and the Vancouver Canucks. But perhps the biggest connection that the company has with Canada is the fact that one of its most crucial servers is located in Quebec, in the province’s Kahnawake Mohawk reserve. The company is hosted by Kahnawake through Mohawk Internet Technologies, the area’s Internet service provider and data center. PokerStars is also under the regulation of the Kahnawake Gaming Commission. On the part of the reserve, it also has plans of reaping financial gains from the company as it has just announced its plans to milk revenues from the online gaming company to fund a wind energy far plan, which the reserve plans to realize with the help of another company based in the UK. The benefits that PokerStars may bring due to its Canadian connections are being looked at by gaming industry stakeholders as more and more gaming bodies of the province want to take advantage of revenue streams brought about by online gambling sites. For example, the province of British Columbia has already launched its own online gambling site. Other provinces of Ontario, Saskatchewan and Quebec have already announced plans of following suit. As of the moment, the country’s criminal code dictates that gambling can only be offered and controlled by the provincial government.<br />

He cites that competition is already tough in actual casinos themselves and whichever side the government will favor will surely have the other side put on flight. He adds that there is a big possibility that more online gambling servers will be established in these reserves as the online gambling movement is gaining more support.  For its part, Kahnawake claims that the reserve is not included from the mandates of the criminal law because of legal and historical reasons. Meanwhile, PokerStars could not give a comment as of press time. The company has managed to make the poker business big despite more stringent regulations from its supposedly biggest market, the US. The Congress of the US in 2006 disallowed operators of offshore online gaming sites by enacting the Unlawful Internet Gambling Enforcement Act. US players have since then been faced with the difficulty of betting online, although the law did not actually make the act illegal. </p>
<p>Meanwhile, PokerStars has continued to thrive, with close to 38 million members. Business Magazine Forbes reports that the company’s revenues have reached $1.4 billion and profits amounting to $500 million. As a global industry, online poker has generated $4.8 billion in revenue every year according to date from H2 Gambling Capital, 35 percent of that is held by PokerStars. The company also hosts satellite tournaments and sponsors and owns part of several poker tours outfits like the Australia New Zealand Poker Tour and the Latin American Poker Tour, among others.</p>

However, to the rescue, came a new team composed of Morris Bailey, a real estate developer based in New York and Dennis Gomes, an operator long known in gambling circles both on the Shore and Las Vegas, have claimed ownership of the facility and further asserts that they have the capacity to make profits out of the facility before one year passes.</p>
<p>One of the keys factor that will support the claim of the Bailey and Gomes team is that the risk they have undertaken is notably less than the risks that the facility’s former investor had to take. The Resorts Atlantic City only cost them $35 million, according to a reliable insider of the ownership transaction. That is definitely a discount, but then the facility has not actually been performing well at all. For the past two years and a half, the casino, which was launched in 1978, incurred operational losses amounting to $59 million.<br />

The plight of Resorts Atlantic City can be seen as mirroring the condition of the entire area, which has experienced a noticeable decline in value of most of its properties. In 2001, Resorts was bought by Colony Capital LLC for $140 million. Three years later, the company shelled an additional $110 million to construct a new hotel. Trouble began to brew in 2007, when they had to refinance the property for $360 million in loans, which they sold to investors. But at that time, plans to invest in Atlantic City still amounted to billions, or so according to projections by investors.  Since the start of recession woes, however, these projects have been shelved, and casino facilities are now being made available at slashed prices. Among the huge properties available is a half of Borgata which is currently the Shores’ most profitable property. The 50 percent stake is being held by MGM Resorts International. More bad news about the area is available, as capital expenditures have dropped from $963 billion in 2007 to $85 million in 2009. Revenue has continued its downward trend, thus making potential and current investors cautious about further investing.</p>
<p>In an interview, Mr. Bailey gave a positive outlook. Although he thinks that the city may never go back to its peak in casino gaming, the value structure of Resorts Atlantic City will allow him and Mr. Gomes to make some profits. Mr. Bailey is a veteran in the fast food business, having owned 52 franchises of Burger King in the state. He had developed some properties for residential and office in New York, but has ceased since 2001 when real estate prices in Manhattan increased. On the other hand, Mr. Gomes worked in casino regulation with the government before operating casinos under the company of Steve Wynn in both Atlantic City and Las Vegas. In 1995, he was embroiled in a tiff with Donald Trump, who claimed that he fired Gomes from operating his Taj Mahal casino, while Gomes claimed that he quit from his position.</p>
<p>The Bailey and Gomes partnership expects to gain more profits from operating the facility as they have no concrete plans on majorly renovating the casino. What they say they will invest heavily on will be adding attractions that will attract more visitors by inviting an entertainer that will craw a following and a new concept for a restaurant. Some casino speculators are not as positive as Bailey and Gomes, as they think a fast turnaround could only be performed if more investment will be done. Onlookers say that the decline of performance of Atlantic City casinos is set to continue. Revenues started to decrease after casinos in Pennsylvania started chipping customers away from the Shore. Now that Pennsylvania casinos have added table games and two more casinos are slated to open in September. But the fact that a new investor has taken interest in an old AC property is a sign that things may not be all that bad in the area, according to casino onlookers. </p>

But despite all the gambling facilities and what some may consider as sinful vices, Atlantic City does not actually have venues for what is considered as pleasures for the male prerogative. But with the economy of the city experiencing a long period of downturn, that fact may change very soon. After all, a company based in New York that has made a reputation with promoting strip clubs has submitted an application to become the first and exclusive provider of this kind of entertainment in an Atlantic City gambling facility. </p>
<p>Last Friday, Starlight Events LLC applied to operate a gentlemen’s club that will occupy 9,800 square feet. The gentlemen’s club is proposed to be built in the Trump Taj Mahal Casino Resort in Scores &#8211; Atlantic City, on the second floor which used to house Stage Deli. If this plan does get a license and the blessing of the state’s Casino Control Commission, the facility and its entertainers will be required by the laws of the state of New Jersey to tone down the content of their shows as compared to the very racy programs they do in Manhattan. In the proposal of Starlight, customers will be served alcohol and watch entertainers dance and take off articles of clothing down to underwear in the duration of three songs.<br />

The application submitted by Starlight does not give exact details of what exactly will be the role of Donald Trump’s Trump Entertainment Resorts in the development, as the papers only mentioned that Starliight and Trump are in the negotiation phase of a lease. The spokesperson of Trump Entertainment Resorts Inc., Tom Hickey, has confirmed the negotiations, but says that the deal is not yet sealed and finalized. Starlight is also the owner of Scores-New York, which was made popular by radio shock jock Howard Stern in his radio show, and the Penthouse Executive Club. On the part of the New Jersey Casino Control Commission, the commission’s spokesperson, Lisa Spengler said that it is still not known when they will start deliberating on the application. Meanwhile, the attorney for Starlight, Scott Silver said that the plan will at last take six months and construction costs will amount to $3 million for the club to be done and launched. He further noted the differences between strip club operations in the two neighboring states. </p>
<p>He explains that while the laws of New York do not stop entertainers of adult clubs to bare their breasts, the situation is different north of the state border. In New Jersey, any casino or business in the state that serves alcohol will not allow entertainers to expose anything that is covered by a bikini. In the application Starlight submitted, the company requests that their minimum will be G-strings, thongs and pasties.  The application of Starlight also points out a dress code that customers would need to follow, as well as a code of conduct between customers and dancers. The code stipulates: (1) Entertainers will not be allowed to pull at their remaining clothing which will allow the customer to take a quick peek or a “flash”. (2)Entertainers will remove the hand of a patron who will attempt to feel them in any part of their body, place the hand at the side of the patron, and shake her head from side to side, indicating “no”. (3) Entertainers may only touch their patrons “tastefully” as part of the routine they will be doing. They can only use their hands and they will only be permitted to touch the patron in the neck, shoulders, arms and head.</p>
<p>Sexual simulations and acts in casino entertainment are strictly prohibited by the state’s Casino Control Commission.  With the project, Starlight projects to create from 80 to 100 employment opportunities for service crew, hosts and bartenders and at most 200 contractual jobs for DJs and entertainers. Starlight, in their application, stated that the operation of such an upscale brand in New Jersey will create buzz and positive press for the city and Taj Mahal, which in turn should increase tourism traffic and add to the variety of attractions in Atlantic City.</p>
